Deliberate Planning

Deliberate planning is the planning process for the deployment and employment of apportioned forces and resources that occurs in response to possible situations outlined in the JSCP (Joint Strategic Capabilities Study). Combatant Commanders are required develop deliberate plans Operation Plan (OPLAN) and Concept Plan (CONPLAN) in response to JSCP taskings. DPA supports the Combatant Commander in his development of the plan during OPLAN TPFDD refinement conferences. DPA analysts use the Enhanced Logistics Intra-Theater Support Tool (ELIST) to evaluate the transportation feasibility of the theater portion of the TPFDD including Joint Reception, Staging, Onward Movement and Integration (JROSI) activities.
